Background of the study:
Street begging, a phenomenon often rooted in economic hardship and social exclusion, has garnered significant attention for its potential link with crime in Ilorin East. The visibility of beggars in urban settings is not only a social concern but also a possible indicator of underlying economic disparities and systemic failures in social welfare systems (Balogun, 2023). Observers note that areas with high rates of street begging often experience a concomitant increase in petty crimes, loitering, and other forms of public disorder (Ajayi, 2024). Research suggests that the presence of street begging may indirectly contribute to crime rates by creating environments where informal economic activities and criminal networks thrive (Olatunji, 2025). Additionally, the marginalization of beggars—often compounded by a lack of access to education, healthcare, and formal employment—renders them susceptible to exploitation by criminal elements, further exacerbating local crime problems. Urban planners and law enforcement agencies have increasingly recognized the need to address street begging not solely as a social nuisance but as part of a broader strategy to enhance community security. This study critically examines the effects of street begging on crime rates, drawing on empirical data, urban studies literature, and field observations. The analysis integrates sociological perspectives with criminological theories to elucidate how economic disenfranchisement and public disorder interact in the urban fabric of Ilorin East, thereby informing more effective policy interventions and urban management practices.

Statement of the problem:
In Ilorin East, the prevalence of street begging appears to be intricately linked with rising crime rates and public disorder. The omnipresence of begging activities in public spaces has not only raised concerns about urban aesthetics but also about the security challenges posed by associated criminal behaviors (Ogun, 2023). Law enforcement agencies report that the vulnerability of beggars often attracts criminal exploitation, leading to incidents of theft, harassment, and other related crimes (Soyinka, 2024). The current strategies aimed at managing street begging have proven inadequate, as they tend to address symptoms rather than the underlying socio-economic causes. This study, therefore, seeks to explore the connection between street begging and the escalation of crime, analyzing how economic marginalization and social neglect contribute to an environment conducive to criminal activities (Ibrahim, 2025).

Objectives of the study:

  1. To evaluate the relationship between street begging and crime rates in Ilorin East.

  2. To identify socio-economic factors that exacerbate criminal activities.

  3. To propose policy measures that could mitigate the negative impacts of street begging.

Research questions:

  1. How does street begging contribute to crime rates in Ilorin East?

  2. What socio-economic factors are most influential in this dynamic?

  3. Which policy interventions can effectively address these issues?

Research Hypotheses:

  1. There is a positive correlation between the prevalence of street begging and local crime rates.

  2. Economic marginalization significantly influences the relationship between begging and crime.

  3. Implementing targeted social welfare programs will reduce crime associated with street begging.

Significance of the study:
This study is significant because it illuminates the complex interplay between economic disenfranchisement and crime in urban settings. By exploring the nexus between street begging and criminal activities, the research provides valuable insights for urban planners, law enforcement agencies, and policymakers, facilitating the development of holistic interventions aimed at enhancing public safety and social inclusion (Balogun, 2023).

Scope and limitations of the study:
The study is confined to analyzing the effects of street begging on crime rates in Ilorin East Local Government Area, focusing solely on the local socio-economic and urban management aspects.

Definitions of terms:

  • Street Begging: The practice of soliciting money or food from passersby in public spaces.

  • Crime Rates: The frequency of criminal incidents occurring within a specified area.

  • Socio-economic Factors: Social and economic conditions that influence behavior and outcomes in communities.
